Yes. Yes, in fact you should, because that's the oppertunity cost of performing such an action. If you want an "instantly ready to PvP" character, well, that's what a PvP slot is for.
Otherwise, you're making a "PvE" character to do anything but, which seems sort of backwards to put it nicely.

"I want to go from point A to point B without all that "in between stuff."
Well, I guess that's the "have it now" generation for you.

people still PL? i just go to cantha, easy quests with high xp rewards ftw. i suppose you could say im PL'ing myself, since i do end up with plenty of money thanks to the quests as well.

I got my Elementalist to level 17 long ago, by first fighting in Ascalon Arena, then in Shiverpeak Arena, and by just doing quests and the missions up to Borlis Pass (I still haven't done the mission). I had gotten my elementalist run to Droknars when I was still fighting in the Ascalon Arena (cheap, I know). I then just abondoned her because I just didn't want to bother with any of the missions.
When Factions came out, I dusted off my elementalist, who had been sitting in Lion's Arch for some time. I then PL myself through doing most of the quests in Kaineng Center and Wajjun Bazaar. It cost me probably -4000 gold (I made money) and I got to keep all the drops.
Now, why did I post this long story? Because it proves that there is NO reason to bother getting a PL anymore (as long as you have both campaigns). You have the option of just doing a lot of low level PvP, doing some missions, or just by doing the Kaineng City quests.
However, I guess some people just can't be bothered doing even that.

Pve characters are still better than pvp since pve characters can get weapons with mods you can't roll on pvp characters, multiple armor sets, and probably something else I've over looked.
